Starr Linette Brookins is a member of the firm’s General Liability practice defending a broad range of insurance defense cases. From securing defense verdicts in trial to leading multiple community organizations, Starr brings an exceptional blend of courtroom prowess and civic leadership.
Starr earned her Juris Doctor from The George Washington University School of Law as a Presidential Merit Scholar, and her Bachelor of Science degree in Criminology, magna cum laude, from The University of Tampa. She has received numerous professional accolades, including recognition among the Florida Association for Women Lawyers’ Leader in the Law Award, and Best Lawyers: Ones to Watch.
An accomplished trial attorney, Starr has established herself through successful first-chair representation in both state and federal courts throughout Florida. Her experience includes presenting oral arguments before the Second District Court of Appeal and securing significant victories for clients, including a notable defense verdict in federal court – affirmed by the Eleventh Circuit U.S. Court of Appeals – in a $14.7 million case. Starr also serves as a Hearing Officer for Hillsborough County where she presides over cases and renders decisions.
Prior to joining Conroy Simberg, Starr served as a Partner and Business Unit Leader at a leading insurance defense firm as well as a Senior Trial Attorney at a major insurance company where she managed complex litigation involving bodily injury and motorist claims. A strategic litigation leader, speaker, and trial attorney, Starr has over 15 years of experience managing, litigating, and trying high-exposure civil litigation, insurance defense, catastrophic injury, and complex risk matters before both judges and juries.

Representative Experience:
- Obtained complete defense verdict and judgment in favor of named insurance company in federal court, which was per curiam affirmed by The Eleventh Circuit U.S. Court of Appeals. This was an underinsured/uninsured motorist claim involving in automobile accident where Plaintiff was claiming a traumatic brain injury, psychological/mental harm, as well as multiple severe orthopedic damages requiring surgery, and seeking $14.7 million.
- Obtained defense verdict in automobile accident case in the Thirteenth Judicial Circuit involving a minor where the jury did not find permanency or pain and suffering.
- Obtained defense verdict in automobile accident case in the Thirteenth Judicial Circuit with an extraordinarily sympathetic Plaintiff where the jury did not find permanency or pain and suffering.
